Since 1993, the Russian Government enacted legislation obliging to certify a number of products and introduced the GOST R system of mandatory certification. The intention of this certification was to assure the compliance of goods to the Russian norms and standarts and, however, to protect health and safety of Russia's population, state and municipal property, to protect the environment, flora and fauna of Russian Federation as well. The document which declares this conformity with Russian norms and standards is the GOST R certificate. The distributors who breaks the certification rules and Russian legislation regarding certification of conformance could be panished by disciplinary, administrative or legal measures.

In addition, in Russian Federation was established the directive of The mandatory certification of goods and services (The legislation act Nr. 64 of Gosstandard of Russiand Federation from July, 30th 2002). If the exported goods are listed in the nomenclature of goods for mandatory certification the certificate of conformance GOST R or its certified copy is required for customs clearance at the Russian border as well as for sell and/or marketing of these goods on territory of Russian Federation.

Federal Agency on Technical Regulating and Metrology is the federal executive body that realizes the functions on rendering state services, administration of public estate in the field of technical regulating and metrology and GOST R Certification. Federal Agency on Technical Regulating and Metrology also carries out the licensing of activity with respect to manufacture and maintenance of measurement instrumentation and also implements the functions on the state metrological control and supervision until there are changes in the Russian Federation legislation.

For which type of products the certificate of conformance GOST R is mandatory?

According to the Russian legislation the certificate of conformance should be required from every end-user of every deliverable good. But there are some goods which are the subject of mandatory certification, for example:
  • products, services and tools assuring safety for life and health of consumers (e.g. consumer products as edible, textiles, cosmetics, toys etc)
  • energy-consuming products and energy resources
  • telecommunication equipment, tools and services
  • fire-related products
  • mechanical and electrical goods
  • technical equipment (pressure tanks, pumps, elevating mechanisms and devices etc.)
  • products assuring safety for life and health of animals (feed, vaccines etc)
  • pesticides and agrochemicals, chemical goods, oil & gas and equipment for theirs production, processing and handling

When is the certificate of conformance shall be apllied?

Usualy the certificate of conformance is needed by export of goods at the Russian border. For avoiding of the high stall money at the border we recommend to obtain the certificate in advance.

Type of certificates

Depending on the annual export volume, there are different types of Certificates of Conformity determining the evaluation procedure. If you are manufacturer and arranges deliveries of your products several times we recommend you to apply for a Certificates for serial production. This certificates are valid up to 3 years.

Clearance certificate/ Declaration of non-appliance

The declaration should been applied when products don't belongs to the nomenclature for mandatory certification. This documents is required at the customs clearance point at the border and could be issued to the manufacturer as well as to the distributor.

Duration: appr. 2 months after recieving of all necessary documents.

Once-delivery certificate

The Once-delivery certificate is a trade document valid for one consignment only, i.e. for a certain quantity and type of product. This kind of certificate is advisable if you export to Russia sporadically. It can be issued only if you are able to prove who will be your customer/importer in Russia by means of a contract or an invoice.

Duration: 7 working days after recieving of all necessary documents.

The Serial Production Certificate of Conformity

The Serial Production Certificate of Conformity is a trade document whose validity can vary from 12 months to 3 years depending on the nature of the products. Such a document enables you to export unlimited times and quantities of heterogeneous goods produced during the certificate validity period. This type of GOST R certificatemis especially suitable for a company with regular export activities or manufacturer with a wide product range. To ensure the compliance of products to Russian standards after the certificate has been issued, an annual inspection by accredited Certification Body is necessary.

Validity period: from 12 months to 3 years.

Duration: 10 working days after recieving of all necessary documents.

Voluntary certification

Voluntary certification suitable for products which are not listed in the nomenclature for mandatory certification. However this certificate declares the compliance to the applicable Russian standards and norms. This document is a powerful marketing tool to capture Russian customer and gives your enormous benefits by product placement onto the Russian market but it is not required for customs clearance.

Validity period: from 12 months to 3 years.
